Re:  2008-2009 SCAP Process

                         

One of the unfortunate consequences of the 2008-09 budget exigencies is the elimination of state-wide SCAP funding, which in the past has supplemented the technology fee to update and maintain technology teaching spaces. However, we remain committed to support student access to technology, and have set aside a portion of the technology fee to address this need.  Because funds are limited this year, requests will be for software purchases only. As in the past, a campus SCAP Committee will review all requests and make recommendations.

 

With this notice, I am inviting full-time teaching faculty to submit proposals for Computer Lab Software Funding. Approximately $15,000 is available to support specific faculty software requests according to the following guidelines:

 

(1) Requests should be for software only.

 

(2) All requests must be used directly by students and have a maximum impact on student access to technology.

 

(3) Purchases must benefit students by increasing their personal hands-on access to technology and its instructional applications.

 

(4) To the extent possiblesoftware should be available to students when not being used for instructional purposes.

 

(5) Priority will be given to:

· Proposals that serve the maximum number of students

· Discipline-specific courses that are cross-listed as CAP courses

 

In December, the campus SCAP Committee will review all applications and make funding recommendations. Faculty will be notified of their award status after the first of the year.  Academic Computing Services will then coordinate the procurement and installation of purchases during Spring Semester with the goal of having technology available for use in the summer 2009.

 

The submission process is now electronic. Once the initial form has been completed it will automatically be submitted to the Department chair, who must review and approve the request. Please be sure to enter the Department Chair’s e-mail address in the box on the form.  When the request is submitted, an e-mail will be sent to the Department Chair to complete the final step of the submission request.

 

The request form can be found at the following web page: http://www.cortland.edu/IR/Scap.  The form does require you to authenticate with user name and password.  Once you have authenticated, you will be sent to the form.  Please feel free to contact me if you have questions or would like clarification about the process.  Thanks.

Computer Notebook Loan Policy

Computer notebooks (laptops) may be reserved from Academic Computing Services for a period of two weeks. Extensions are not normally granted. To borrow a laptop computer, contact the Academic Computing Services Secretary at ext. 5793 at least 48 hours in advance of the desired loan period to schedule a time for pick-up in Winchell Hall. A loan agreement must be signed indicating that you have received basic use instruction and indicating that you will adhere to the following terms and conditions:

  • You work for the College or are associated with the College in an official capacity.
  • Your signature on the Loan Agreement for Computer Notebooks (Laptops) acknowledges receipt of the items listed therein and signifies your agreement to return them on the appointed due date. You will deliver them in person on that date to the Departmental Secretary in Winchell Hall.
  • All items signed out are for your individual use, and may not be loaned to or assigned to another individual.
  • Computer hardware and software has been certified to be in working condition at the time of sign-out. Notify the Academic Computing Department Secretary at 753-5793 within 24 hours of any malfunctioning items.
  • You are responsible for any damage that you incur, including loss of any equipment. You may be charged for the repair or replacement of any damaged item.
  • You will not copy, disclose, or transfer any software issued. You will adhere to copyright laws, and not violate the terms of any software license agreement.
  • Violation or failure to abide by the conditions in this agreement may result in the suspension of future loan privileges, and/or further action by the College.

Computer Use Policy

Every SUNY Cortland student, faculty, and staff member is entitled to a personal computer account and is given e-mail privileges. It is each individual’s responsibility to use computing systems ethically and legally. As you exercise e-mail and computing privileges, please keep the following college-wide policies in mind.

SUNY Cortland computing facilities are a resource for members of the campus community, to be utilized for work consistent with the goals of the College.

Computer facilities may not be used to produce services in exchange for personal financial gain. The faculty/staff e-mail distribution list is not to be used for personal messages. (An electronic bulletin board for buying and selling has been set up on the SUNY Cortland Web site.)

Computer accounts and ID’s are only for the identified, authorized user. Usernames must be kept secure by keeping passwords secret and changing them often.

Users may not utilize computing facilities or systems anonymously or by means of an alias and may not send messages and print files which do not show the correct username of the person performing the function/sending the message.

Using computers to harass, abuse, or intimidate another person is prohibited.

Obscene language in electronic mail, messages, process names, file names, file data, and other publicly visible forms is prohibited.

Computer facilities, accounts, and web pages may not be used to send messages, documents, music, or print files containing the works of others unless the copied material falls within the guidelines set forth in the Fair Use of Copyrighted Materials policy of SUNY Cortland or has the permission of the author.

At the discretion of campus authorities any off campus entity that sends unsolicited e-mail to members of the campus community will automatically have their electronic account and/or address blocked for further submissions.

Failure to comply with these and other policies that have been published can result in the revocation of computer privileges and accounts.

Computer Procurement Policy

On April 21, 1998 President’s Cabinet approved standardization of computer purchases. In consultation with department staff and the Information Resources Director’s Council, Academic Computing Services recommends standardization with one hardware platform for Macs and one platform for Windows systems. The hardware vendors would be chosen based on proven performance record and current state contract. The hardware platform may change as new state contracts are approved. For the 1998-99 year, Academic Computing Services recommends the purchase of Dell computers for the Windows platform and Apple computers for the Macintosh platform. Both of these systems have performed well and have an excellent three year service warranty period. Other computers can be purchased, but will not be supported by Academic Computing Services unless prior arrangements for support have been made with the Director of Academic Computing Services.

Rationale for a single vendor:

  • Best cost can be achieved with multiple computer purchases
  • Dealing with one vendor for purchase and repair will save staff time that can be used to meet on-campus needs
  • Dealing with one system will improve trouble shooting abilities of the help desk
  • Assures compatibility with all computers on campus

To realize the greatest cost savings and most efficient use of staff, computers will be purchased four times each year. These purchase dates will be coordinated with the release of campus-wide equipment funds. With each purchase, Academic Computing Services will buy an additional supply of computers (10-15) to have on hand for requests made in the interim. Once the supply of computers has been exhausted, faculty and staff will wait until the next purchase to order a requested computer.

To comply with this process and to facilitate college-wide record keeping, all computer requests must be accompanied by a formal Request for New Computer form, signed by the department chair/head, appropriate dean or vice president, and the associate provost for information resources.

To achieve further staff and cost efficiencies, the College should extend the rolling equipment replacement policy for faculty (approved in principle in 1998) to all College staff and determine a plan for funding. Such a plan will assure that all faculty and staff will have up-to-date computers appropriate to their needs, cost savings will be realized, and Academic Computing staff will be more readily available to meet faculty-staff computing support needs.

Ownership of Computer Hardware and Software

The College, not individual departments, owns all equipment, including computer and peripheral equipment.

Requests for Computer and Peripheral Equipment

 

All faculty requests for computer hardware and software must be approved by the department chairs and deans. Requests should be sent to the Associate Provost for Information Resources who will forward them to Academic Computing Services, whose staff will evaluate/review technical specifications for hardware and software.

Whenever computer hardware is upgraded, the equipment being replaced is returned to Academic Computing Services, whose responsibility is appropriate redistribution on campus. This applies to all campus-owned computers and peripheral equipment being replaced, regardless of the source of original funding. The College is responsible only for College-owned software.

Academic Computing Services is responsible for maintaining custodial records of all inventoried computer hardware and related peripheral equipment on campus, including the person/department to which the equipment has been assigned. Only staff from Academic Computing Services may transfer equipment from one office to another.

Since Academic Computing Services has the responsibility for maintaining software licenses on campus, all software being used in an official campus capacity must be reported to the Director of Academic Computing Services. The College assumes no responsibility for software that has not been approved and inventoried through this process.
